Summary of Responsibilities

Under the College’s Articles of Government the Board of Governors is responsible for:

a) The determination of the educational character and mission of the College and for oversight of its activities.

b) The effective and efficient use of resources, the solvency of the College and the Corporation and for safeguarding their assets.

c) Approving annual estimates of income and expenditure.

d) The appointment, grading, suspension, dismissal and determination of the pay and conditions of service of the holders of senior posts.

e) The appraisal of the Principal and the Clerk.

f) Setting a framework for the pay and conditions of service of all other staff.


Responsibilities which must not be delegated:

The Articles of Government prohibit the Governing Body from delegating the following:

a) The determination of the educational character and mission of the College.

b) The approval of the annual estimates of income and expenditure.

c) Ensuring the solvency of the College and the Corporation and the safeguarding of their assets.

d) The appointment or dismissal of the Principal.

e) The varying or revoking of the Articles.

The Board of Governors may, from time to time, add other matters which must not be delegated to this list of “reserved” responsibilities.


Under the College’s Articles of Government the Principal is responsible for:

a) Making proposals to the Board of Governors about the educational character and mission of the College, and for implementing the decisions of the Board of Governors.

b) The organisation, direction and management of the College, and leadership of the staff.

c) The appointment, assignment, grading, appraisal, suspension, dismissal, and determination – within the framework set by the Board of Governors – of the pay and conditions of service of staff other than the holders of senior posts.

d) The appraisal of the holders of senior posts other than the Clerk.

e) The determination, after consultation with the Academic Board, of the College’s academic activities, and for the determination of its other activities.

f) Preparing annual estimates of income and expenditure for consideration by the Board of Governors, and for the management of budget and resources, within the estimates approved by the Board of Governors.

g) The maintenance of student discipline and, within the rules and procedures provided for within the Articles, for the suspension or expulsion of students on disciplinary grounds and for implementing decisions to expel students for academic reasons.
